내포신도시의 도청 소재지로서의 행정적 기능 외에도 기후변화와 환경문제와 같은 시대적 추세를 반영하고 충남의 대표도시로 지역발전을 유인하는 전략적 선도도시의 역할을 수행할 수 있도록 내포신도시에 적합한 환경친화적 스마트그린도시 사업을 발굴하고 내포신도시 및 주변지역의 도농 통합적 계획을 제시하였다. 내포신도시와 인접지역에 대한 분석과 조사, 진단을 바탕으로 사업 전략을 제시하였으며, 기존 사업의 대규모 물리적 시설 공급 방식에서 벗어나 주민들의 일상생활을 고려한 저비용·고효율의 주민친화적 사업계획을 수립하였다.

In addition to the administrative functions of Naepo New Town as the location of the provincial government, the government also identified environmentally friendly smart green city projects suitable for Naepo New Town and the surrounding areas to reflect trends such as climate change and environmental issues. Based on analysis, investigation, and diagnosis of Naepo New Town and adjacent areas, a low-cost and high-efficiency resident-friendly business plan was established considering the daily lives of residents, away from the large-scale physical facility supply method of existing projects.
