대상지는 보령시 원도심의 오래된 배후주거지로 주거지쇠퇴가 심각한 지역이며, 도로 및 기반시설이 열악하고 안전시설물도 부족한 것으로 나타나고 있다. 하지만, 대상지는 이문구 작가 <관촌수필>의 배경이 되는 동네이며, 현재도 왕소나무 군락지가 남아있고, 곳곳에 자발적인 텃밭모임, 국화모종 재배모임 등이 있어 공동체 활동이 활발한 곳이다. 이에 따라 가장 중요한 주거지 재생을 위한 주택정비 기반 마련에 초점을 맞춤으로써 주거지지원형인 도시재생활성화계획(안)을 수립하였다.

The target area is an old residential area in the original city of Boryeong, with severe residential decline, poor roads and infrastructure, and lack of safety facilities. However, the target site is the neighborhood behind Lee Mun-gu's "Gwanchon Essay", and there are still royal pine colonies left, voluntary garden gatherings and chrysanthemum seedling gatherings everywhere, making it a place where community activities are active. Accordingly, the urban regeneration plan (plan) was established by focusing on laying the foundation for housing maintenance for the regeneration of the most important residential areas.
