남해군의 3개의 유인도 중 조도와 호도는 미조항에서 배로 10분거리에 닿을 수 있는 비교적 접근성이 좋은 도서이지만, 마을인구의 감소와 노령화로 인해 사람의 흔적이 점점 사라지고 있다. 조도 큰섬에는 4가구, 조도 작은섬 10여가구, 호도 8가구가 거주하고 있으며 마을의 비어가는 공간들이 많이 존재한다. 남해군과 경상남도는 살고 싶은 섬 가꾸기 사업을 통해 섬의 기본 정주여건, 소득사업의 기반을 마련하고자 하였다. 살고 싶은 섬 가꾸기 사업을 통해 남해군 그리고 전국의 많은 사람들과 조도, 호도가 관계를 맺고 살아갈 수 있도록 경관사업, 폐공가 재생사업, 항구 정비사업 그리고 관계맺기 프로그램 사업을 계획하였다. 각 사업들이 계속해서 연결되고 확장되어 나가는 플랫폼이 될 수 있는 하드웨어와 소프트웨어를 결합하는 계획을 수립하였다.

Amongst the three islands that make up Namhae-gun, Jo-do and Ho-do are easily accessible and can be reached within ten minutes by boat from Mijo Port. However, human occupation of the land is gradually disappearing due to a decreasing and aging population. Overall there are 4 households on the big island of Jo-do, 10 households on the small island of Jo-o and 8 households living in Ho-do. Namhae-gun and Gyeongsangnam-do intend to lay the foundation to attract human settlement and create income through the Island Development Project. For this project, we planned landscape projects, abandoned house regeneration projects, port maintenance projects, and relationship-program projects so that Jo-do and Ho-do can establish a stronger relationship with Namhae-gun.
