남해군 2단계 공간환경전략계획은 남해군 1단계 공간환경전략계획에서 제시한 남해군의 1 Core, 2 Sub-Core, 200 Village의 공간전략 중 2개의 Sub-Core(중간거점)에 해당하는 내용으로 서면 스포츠파크 일대와 삼동면 독일마을 일대를 남해군 동부와 서부 거점으로 기능하도록 하는 것을 목표로 하였다.

개발과 투자를 집적화하고 정주와 생활서비스를 복합화하는 중간거점으로 첫번째의 거점지역인 서면 스포츠파크 일대 지역은 수변의 스포츠파크와 서상항을 활용한 테마시설을 조성하여 남해의 대표 명소로 제안하였으며 두번째 삼동면 독일마을 일대 지역은 독일마을과 물건마을을 중심으로 중심성을 가진 공간을 조성하고 녹지-보행 네트워크의 구축을 통해 주변지역까지 독일마을의 범위를 확장하여 남해군의 새로운 문화, 휴양지로서의 정체성을 강화하도록 하였다.

The Namhae-gun Phase 2 Spatial Environment Strategic Plan corresponds to two Sub-Cores (intermediate bases) of Namhae-gun's 1 Core, 2 Sub-Core, and 200 Village spatial strategies presented in the Namhae-gun Phase 1 Spatial Environment Strategic Plan. The goal was to have the area around the park and German Village in Samdong-myeon function as the eastern and western bases of the Namhae-gun.

The area around Seomyeon Sports Park, the first base area, is an intermediate base that integrates development and investment and integrates settlement and living services. The area around Seomyeon Sports Park was proposed as a representative attraction in Namhae by creating theme facilities utilizing the waterside sports park and Seosang Port, and the second base area was proposed as a representative attraction in Namhae. In the area around German Village in Samdong-myeon, a space with centrality will be created centered on German Village and Material Village, and the scope of German Village will be expanded to surrounding areas through the establishment of a green space-pedestrian network to strengthen Namhae-gun's identity as a new cultural and resort area.
