LH 공공임대주택 공가 최소화를 위한 신규택지 지구계획 가이드라인 연구용역은 주거복지에 대한 노력확대에도 불구하고 지속적으로 증가하고 있는 공공임대주택의 장기공가율을 최소화하는 방안을 마련하고 사례연구를 통한 공가원인 분석 및 분석결과를 바탕으로 실제 적용가능한 지구계획 가이드라인을 수립하는 것을 목표로 하였다.

우선, 공가율 상위-하위 지구 및 단지 간의 비교를 통해 공가발생 요인의 특성과 유형을 파악하고, 입지-설계-입주민 3가지 요인으로 구분한 발생원인별 해결방안의 도출을 통해 신규택지에 적용가능한 공가 최소화를 위한 가이드라인을 마련하였다. 지구계획 가이드라인은 임대주택 조성 원칙을 도시-단지-건축 수준으로 구분하여 입지 여건에 따른 규모와 밀도의 차이를 둔 1. 고밀복합형, 2. SOC복합형, 3. 저밀특화형과 같은 세가지 개발 유형으로 나누어 제안하였다.

LH's new housing district planning guideline research to minimize vacancy rates for public rental housing - The goal of the research was to prepare a plan to minimize the long-term vacancy of public rental housing, which is continuously increasing despite expanded efforts for housing welfare. Also, it was to establish district planning guidelines that can be applied in practice based on the cause analysis and case studies.

We identified the characteristics and types of factors causing vacancy rates through comparison between districts and complexes with high and low vacancy rates, and derived solutions for each cause, divided into three categories: location, design, and residents, to create guidelines applicable to new housing sites. In the district planning guidelines, we classified the rental housing creation principles into city-complex-building levels. In addition, the principles were divided into three development types: 1. High-density complex type, 2. SOC complex type, and 3. Low-density specialized type, with differences in scale and density depending on location conditions.
