울릉도의 장흥마을은 울릉도의 급격한 항구 개발과 관광 발전에도 불구하고 울릉도 남서쪽 사면의 고즈넉한 자연경관을 유지하고 있으나 장흥마을 사동3리 앞바다의 울릉항과 울릉공항 건설이 결정되면서 큰 변화가 일어나고 있다. 인구 유출과 고령화의 지속과 상업시설의 개발이 동시에 일어나고 있어 마을과 주민들의 삶의 변화에 맞춘 대비가 필요한 상황에서 지역역량강화 사업을 통해 주민들의 자생력 및 경쟁력을 강화하고 주민들이 주도적으로 시설물을 관리운영할 수 있도록 교육, 컨설팅, 홍보마케팅 3가지 방향으로 HW사업과 결합한 역량강화사업을 수행하였다.

Jangheung Village in Ulleungdo maintains the tranquil natural scenery of the southwestern slope of Ulleungdo despite the rapid development of ports and tourism on Ulleungdo, but major changes are taking place with the decision to build Ulleung Port and Ulleung Airport off the coast of Sadong 3-ri, Jangheung Village. As population outflow, continued aging, and development of commercial facilities occur simultaneously, it is necessary to prepare for changes in the lives of the village and residents. In this situation, local capacity building projects strengthen residents' self-reliance and competitiveness and residents take the lead in managing facilities. To enable operation, a capacity building project combined with HW business was carried out in three directions: education, consulting, and public relations marketing.
