조선의 마지막 선비였던 면암 최익현 선생을 비롯하여 전국의 선비에 대한 문화사상과 인물 등 유교문화자원을 활용하여 역사문화 교육·체험형 관광공간으로 거듭날 수 있는 발판을 마련하고자 했다. 그래서 ‘충청유교문화권 광역관광개발사업'의 연계사업으로 청양군 “선비충의 문화관" 조성사업을 구체화하여 본 사업의 타당성 논리를 마련하고 구체적인 기본계획을 수립하였다.

The project aimed to utilize the cultural assets of Confucianism, such as the cultural beliefs and figures of scholars throughout the country, including Choi Ik-hyun, who was the last scholar of the Joseon Dynasty, to create a historical and cultural educational and experiential tourist space. Therefore, as part of the "Chungcheong Confucian Culture Zone Regional Tourism Development Project," the specific plan for the establishment of the "Seonbi Chungui Cultural Center" in Cheongyang County was developed to lay the groundwork for the project's feasibility and establish a concrete basic plan.
