대상지인 동문리 및 남문리 일대는 태안의 중심지로 행정, 문화, 교육의 중심지였고, 태안군 핵심문화유산인 읍성터, 목애당, 경이정 등이 대상지 내 위치하고 있다. 하지만, 태안군청 이전과 신시가지 개발로 인해 원도심 지역은 주거지역 슬럼화가 진행되었고, 인구유출이 빠르게 진행되었다. 이에 따라 주거지 재생, 상생을 통한 재생, 다문화 생활터전 재생, 지역주민과 함께하는 도시재생이라는 4가지 목표를 가지고 뉴딜사업 공모 계획을 수립하였다.

Dongmun-ri and Nammun-ri, which are the target areas, were the central hub of administration, culture, and education in Taean. They house important cultural heritage sites of Taean County, including the fortress site, Mokaedang, and Gyeongijeong. However, due to the relocation of the Taean County Office and the development of a new city center, the downtown area has experienced residential slums and rapid population outflow. In response, a plan for a New Deal project was established with four goals: residential area revitalization, revitalization through mutual growth, regeneration of multicultural living spaces, and urban regeneration with the participation of local residents.
